Health Status provides an at-a-glance overall rating of Watch Items.
The lower the rating, the better the health of Watch Items being monitored.
The rating is comprised of three elements: Failing Watch Items, Baseline
Watch Item, Downtime. Each element is used to calculate the Health Status
rating, which is calcuated using a weighted average.
